Refugee Integration Act 2013 The Refugee Integration Act 2013 is an Act of Parliament of the Parliament of Canada, passed on October 18, 2013, to provide for the financial contributions to be made by each province and territory to the provinces and territories that bear the costs of educating new refugees until they are 18 years old. Provincial and Territorial Accommodations Fund The Province or Territory is the pool that provides funds for the refugee education program (Phase 1 and 2), the current set-up for funding of refugee education is an arrangement agreed to by the provinces and territories in the era of the 1976 Constitution. The Provincial and Territorial Accommodations Fund is an account that was established in the 2012 budget of the Government of Canada. It provides funding for registered refugees up to the age of 18, between $2,385 and $3,811 per year. The Federal Government has a share in the fund and pays the rest from its own budget. The amounts for the funding in 2013 have been as follows: Supplementary Payments Program: a) General $1,660.00 b) Western Newfoundland and Labrador: $1,300.00 c) Atlantic Canada $1,260.00 d) Quebec $1,220.00 e) Ontario $1,140.00 f) British Columbia $1,120.00 g) Manitoba $1,095.00 h) Saskatchewan $1,080.00 i) Alberta $975.00 j) Territories $940.00 The required contribution for a province and territory is 50% of the eligible refugee education program cost, capped at $2,385 per refugee per year. The federal government is responsible for the overall budget of the education program, and the provinces and territories that did not provide the required funding are given a loan at the same interest rate as specified in the Fiscal Framework Agreement, which was 18%. The federal government will not make the payment if a province does not pay its share of the program as anticipated. There is also a supplementary payment for aboriginal claimants.
